She has said in the comments on posts that the co-insurance/OOP is significant. I know some of our plans at work have OOPs around 12k. I doubt she has that type of cash hanging around based on where she lives. Not sure what Jeff does.

He is an engineer! I'm sure alot of people don't have that amount of money laying around but I'm also sure that other families with sick children that live in the DMV don't have 3 different sources of income. And if you can't afford to live in the area, you may have to move outwards to live within your means and not beg for money.
