In the old days, the rich home schooled with a governess, who was paid.

I am actually surprised that more families don't do this. Especially in areas that the schools are terrible. If I were in a very bad school district, I would look for like minded families to get a home school started, rather than waste time arguing with the schools boards to fix things.
