Dunno if you're from around here, but DC summers feature 95°, 95% humidity, and intense sun from 10am–5pm. It's more pleasant outside in the winter than the summer here.

Shopping cart is so dirty, and I don’t think you can wipe down clean with sanitizing wipes.

Yes you can - I used to! But we now know that surface transmission is not a concern, so I stopped. Just go to the store.

OP's asking where to take her kid indoors. She's asking how to help her kid "live life". Given that her kid doesn't drive, or know what options are out there, OP is going to have to choose where they'll go, so asking for ideas seems like a good idea.

Ha. I actually love hot weather. We do playgrounds in the am, and spend a lot of time at the pool. I would be up for a waterpark too once parents are vaccinated.
