Winchester VA or Harrisonburg VA (or another town near the mountains) for retiree from D.C.?

Winchester is more homogenous and is primarily working class but with some folks that commute to the DC area.

Winchester does have Shenandoah University. Obviously it's a fraction of JMU, but it's still a resource. Not sure if speakers/artists it brings in are open to the community or what.
