Would you have your child repeat kindergarten in this situation:

I would put him where he belongs in the MC system, in K.

The teachers where you are think he belongs in 1st there, not in MC 1st.

I would be concerned about him being well over a year younger than many peers in middle and high school, for reasons of size, judgment and maturity. Fifteen months is a very long time re: development for children. Unless you are planning to be here just for a year or two, I'd put him where he belongs age-wise, according to MC. School and life are about more than just academics. It can be very rough to be the smaller and younger seeming boy in a few years. Will he really have facial hair, etc, more than a year ahead developmentally? Do you want him to thrive or to push to keep up? He did well in a group of same aged peers this year, that is not where you are considering putting him next year. Given the age span it's almost like you are skipping a grade. Given biology, that can be so hard for boys.

OP, did you see this thread? It describes the process. If he has to start in a K classroom anyway, I don't know that I wouldn't just let him stay there rather than possibly be moved to first.
