In Arlington, VA there are openings.

St. Charles Preschool (near Northside Social) is looking to add an additional mixed-age class of 3- and 4-year-olds. The Preschool is open now under COVID-19 guidelines. Hours for the class will be 7:30 am to 5:30 pm, Monday - Friday.

You can get lessons on covid now?

Why are you being obtuse. The person obviously meant wait until the risks of covid exposure lessens.

I would find a half day preschool for some regular socialization. If you can provide it through playdates with families being safe about covid, then you can wait to see if your preschool reopens in January.

If you wait to covid lessons, they will be too old for preschool. Find a preschool if that's what you want to do. They are all following CDC guidelines for infection control.

Does anyone know of part-time (3-5 hours a day) preschools open in Montgomery County (near Silver Spring would be my preference, but open)?

Everywhere I know of is closed

Takoma Children's School is now open from 8:30 to 3:00pm (pre-Covid their hours were 8-6pm) and they have space for YOUNG 3s and 2 year olds. The classroom this year has children from 2 years to 3 yrs, 3 month olds. Only 8 children, 3 teachers. If interested call them, they have 3 openings for this age group. At this point they are full in their PreK (4.4 to 5 years old) and Preschool (3.3 to 4.6 years old)

The Harbor School may have openings in their preschool classes and they have both full and half day options. They’ve been in-person for several weeks already.
