Either way, the area is responsible for the delays. They should have been required to post bond in an escrow when they filed the silly suits. now, everyone else has to pay for it.

And yes, it is still cheaper for the county to pay the overruns than to pay back the feds, and leaving the area in a partial state of construction presents a nightmare.


That’s not how are legal system works. You don’t have to post bond to file a lawsuit. You often do after losing a lawsuit if you want to appeal.

If the lawsuit was legally frivolous, there are ways that an opposing party could seek sanctions. But legally frivolous means something different than you want it to mean, and there is no way this lawsuit would have met that standard.
