Daycare repurposed for children of critical care workers?

A lot of daycares have licenses for that age group because they do afterschool programs. YMCAs, Kindercares, etc.

My daycare in Maryland is doing this, they just re-opened today. I know there was an application process that had to be approved by the state. There are strict guidelines, no parents past the front door, taking all kids' temperatures before entering the building, reduced hours, only 8 kids per classroom, etc.
