Likely, you are, sort of, correct. But isn't the real question about why you are correct?

Do you think there is a particular set of students that have attributes that prevent them from being admitted in a need blind way
or are you just saying that in a particular year if a school's endowment takes a big enough hit, they can't be need blind?

And don’t link to that Bev Taylor article, she charges the Chinese $1M for that advice. Also it has no evidence in it.

I think if you are in the 99.99999%- yes it's need blind.
Admissions is stacked against kids who have need and are just an "average" Ivy kid. Examples:
ED- you commit regardless of aid benefits the wealthy
Sportsman that cater to the wealthy are given preference in admissions (Crew, Golf, Tennis)
I'm not an insider but I'm sure there are many other ways.

Oh just thought of another..campus visits count towards admission criteria at some schools. If you are poor/struggling you won’t make those advance visits.

Full pay doesn't get you in below 25%

Wow. that sound like a fluke. Unless at your school 4.01 GPA represents top 10% of the class? I don't see a green check anywhere below a 4.2 in the Naviance for our middle of the road FCPS school and the vast majority fall above 4.35.

Idiotic.....full pay at some schools might be a finger on the scale but it’s not going to get a 25% achiever admitted.
