Bacteria in garden hose ?
Here is my question. I have company company to lay the concrete and I was told they need access to the water . I do not have currently the garden hose and they told me not to worry they will bring their old one. One of my neighbors mentioned the bacteria in garden hose. So can their old garden hose introduce some type of bacteria into my house water pipes? There are different water hoses some are with handle to start and stop and regular hoses. So I guess I am more concerned with start/ stop handle one .
Your neighbor Is partially correct. The problem usually comes from pesticides and hoses: http://psep.cce.cornell.edu/facts-slides-self/facts/gen-peapp-back-siph.aspx

I work in a related field and I have not heard of problem from a masonry work, but there's a first time for everything.

You should have a break device on your hose to prevent this from happening.
