Lil Kickers in VA has great classes for that age. In MD, so does Brit Am, and in DC so does Super Soccer Stars. The classes are fun and totally developmentally appropriate and my kids loved them despite the haters on here. I don't think they helped them be better at soccer, but they loved the classes and improved their gross motor skills and had fun with other kids.

If you are in Arlington, check out the Little Athletes and Me class usually offered by TipTop Sports through the county parks and rec dept. Its a fun indoor class to introduce sports to little kids. It may start at age 2 though.
