A tunnel is too expensive and the context here is that MD doesn't want to make it easier to get to IAD at BWI's expense.

I've heard that the reason there are so many tunnels in Hampton Roads is that the Navy was concerned that the Russians or a terrorist would bomb a bridge and trap the Navy ships in the harbor.

As for expense -- look at how much the Mixing Bowl re-do cost. A tunnel would be in the same ballpark.

I've heard that argument about access to Dulles, but BWI seems to be doing very well right now. The ICC must have helped.
