I've heard that the reason there are so many tunnels in Hampton Roads is that the Navy was concerned that the Russians or a terrorist would bomb a bridge and trap the Navy ships in the harbor.
As for expense -- look at how much the Mixing Bowl re-do cost. A tunnel would be in the same ballpark. I've heard that argument about access to Dulles, but BWI seems to be doing very well right now. The ICC must have helped. |
