This article shows that at least Pence's aides and Trump's aides are aware that Trump did something improper, if not downright impeachable.

Zelensky wasn't about to give in to Putin on Donbass. His platform was against it. "Crimea is Ukraine," he said. Then, a meeting with Pence and phone call from Trump and he...surrenders parts of Ukraine to Putin for absolutely nothing in return.
