Yes meaning he's not mentally ill as the initial PP suggested. He's not white so society deems him ineligible for mental illness. If he's dark-complexioned he's a violent criminal period.

The very first PP mentioned mental illness. Of course, anyone who is capable of such a crime has to be somewhat mentally unstable. Normal people don’t do this.

If he's under 25 in DC, under Charles Allen's new proposed law, no life in prison.

Mental health needs to be addressed by our politicians, or else half these people are released to prey over and over.

They need forced hospitalization, and if they agree to a medical plan, supervised treatment upon release so they keep taking their meds and other support.
