Do you ask babysitters their rates or offer one?

I’m asking for $20. People usually ask me and I say and they mostly also decline. It too high for them if they can pay a teenager minimum wage. I’m in LA BTW. But I’m always asked. I never give my rate unless they ask

I ask, but every single one has put it back on me. They usually say "Oh, it doesn't matter. Whatever you normally do is fine." We've had all college-age sitters and I think they just don't feel confident enough yet to set their price. We pay $20/hour.
