Moco raises lgbt flag but took down pow/Mia flag

Congress only mandates the display of the POW flag on the 6 national observances.
Since 2017 state buildings in Maryland began flying the pow flag outside.
There official bipartisan govt position is that "there is no compelling evidence that proves that any American remains alive in captivity in Southeast Asia".
This flag is not for all pows etc, just the ones in SoutheastAsia and it has been coopted for many other things.
