does wood acres have an HOA or not?

In wood acres, it is technically called Civic Associations instead of an HOA.
However, it comes with architectural covenants unlike the rest of springfield neighborhood.
The covenants clearly prohibits tear down. And it requires association approval prior to any construction/fencing/addition/modifications.
Not sure if it will hurt wood acres property values over time as the houses were built in 40's and 50's.
They could be turned into 1.5M-2.5M houses easily if tear downs are allowed.
