Neighbor installed several floodlights [Montgomery County]

Judging by the photo, the lights only reach their back yard (see the darkness in the woods?). I can't see how this is also illuminating OP's house appreciably.

Not yet. I found the email of the owner and sent him a friendly message asking if he could point the lights down or I would be happy to buy him bulbs that were not as intense. He said the lights aren’t a problem. I will likely to contact the county, but mostly about the unpermitted basement apartment and illegal Airbnb listings — though I don’t have high hopes anything will happen from that.

The lights are pointed at our and the neighboring homes. The cliff is not illuminated because it faces away from the light.

Not good to irk the neighbors when you are doing something illegal.

That would drive me insane. We used to live across from house a that was half of the owners dental practice. He installed big ass lights like this, which was bad enough. But when mocking birds in the surrounding trees started confusing days/nights, squawking like a car alarm at 3 am, someone in the neighborhood bought a bb gun. We never figured out who it was, god bless them, but the dentist gave up after about the 10th set of bulbs.

Per MoCo Department of Housing: "Neighbor's Lights Shining Into Windows"
The property owner must direct any exterior lighting away from the windows of any adjacent dwelling unit or individual living unit. See Section 26-9(b)(6) of Chapter 26, Housing and Building and Maintenance Standards on the attached link for the Code reference. Light pollution is not addressed under the Housing code
