Nordstrom Rack online has more selection of size 0 dresses and you can return them in person (this is what I do for my dresses). Also Francesca's. I hate the quality, but Forever 21 also sometimes has tween approved dresses in the small sizes.

I don't know where OP lives but the Francesca's in Old Town Alexandria has really nice people that work there. I went in there and they asked my name, helped me find some gifts, etc.

My 17 yo is 5’5” and 98 lbs. we have the same problem often!

She fits well into
Francesca’s xxs
Topshop 0
French Connection 0
American Eagle xxs
Hollister 0 or 00
Lulus xs or xxs (usually)

Jcrew 00 is too big (thank you, vanity sizing!)

She could give an entire Ted talk about how vanity sizing has made 99% of clothing unavailable to people shaped like her, and how stores are quick to create plus sized lines but if anyone created a line for thin people, everyone would throw a fit. Best of luck shopping!

We did size up in the City Studios dress for a little extra length, but DD is tall (5'8"). And junior sizing is not vanity...She's a 0 or 2 in J Crew Factory and a 5 in City Studios.

I never see dresses like these at the Tysons Macy's, only online. The Tysons juniors departments is absolutely tiny and poorly stocked, unfortunately.

My DD is 11, 5'0", 100 lbs, and we've bought several fit-and-flare dresses in jewel tones from the Gap.

Most are petite sizes ordered online (sometimes we'll try on regular sizes in the store, then order the petite online), but if the cut is intended to be short, the regular sizes are a more appropriate length for her.

Her shoulders are broad and she has the beginnings of a bust, so she's wearing a 4P or a 6P. Yours might get away with a 2P.

The Gap doesn't have a lot of really dressy dresses, but with the right shoes and jewelry you should find something that would work for all but the fanciest bat mitzvah.
