Is boy/youth shoe size 7 the same as a man's shoe size 7?

My 11 yo is in size 8.5 men’s! And my 9 yo daughter is in 8.5 women’s. We pretty much shop the clearance section at Nordstrom Rack.

That's me. DS is 10 y/o and in size 8 men. It's $$$ and also hard to find child appropriate footwear. For example, he still loves playing in the snow and very few brands actually make snow boots tall enough for real playing.

I found the cheapest possible pair for my 10 yo on Walmart.com in size 8. They were $25 and I’m worried his feet will grit more before he gets to wear them again the way this winter is going.
