Cleaning woman issue - need advice

I would've done the exact same thing.
Now I ask myself.. what's the point asking her to fold and put away if it's all messed up inside the drawers already?
I would never come back to work for a mother that acts like this. By the way, I've declined to come back to such houses.

it won't matter if the OP has any sense and doesn't use the woman again.

There's a big difference between a chaotic sock/underwear drawer and regular daily clothes. The woman also had the option to hang things! it's not like she had to make it all fit in the drawers..

It's ridiculous and a ploy for more money no matter how you dice it. It's not what she was asked to do.

I was called to do a "light housekeeping" for a family once - SAHM and 1yo child.
She said over the phone that she only needed help with sweeping the floors, loading/unloading the dishwasher and folding laundry and putting it away.
I arrived there to see old food dried up stuck on the counters, the floor? GROSS! there was no way that a quick sweep would even make any difference.
The dishes were on a pile in the sink and I bet it was sitting there for at least a week, there was mold and rotten stuff in between.
By the time I finally made to the laundry room I found dirty clothes mixed up with the clean ones.
I know what kind of house OP has and I feel sorry for this poor woman. NO the cleaner didn't take advantage of anybody, the poor woman did what her good judgment told her to. I bet she tried to do the bare minimum. Sometimes it's just impossible.

OP, as a tip, this is what we do for laundry...

There is a laundry mat near our home that charges $5 a pound. They wash dry and fold the laundry for you. I bring the clothes in 4 baskets and ask that they separate the folded clothes into woman's basket, men's basket, child'd basket, and underware/socks basket. It takes me no time to put the folded clothes away and cost WAYYYYY less than $15/hr. You could have them do the baskets however your drawers are arranged.

If you take the laundry off her plate and just keep it to dish washing, sweeping, and pick-up of toys, you will certainly cut down on time and relieves her to understand only the basics of light housekeeping. I do think she should be paid a flat rate.

If you are paying $15 an hour for 2-3 hours of work that's $30. I'm assuming it would not have been worth it for that amount which is she stretched the time to make it worth her while. I would pay the money, but look for someone else. FWIW you got played.
