OP's quotes missed the point of the article and why the headline actually makes sense. The argument is that by pulling the most talented, ambitious kids out of the local high schools they otherwise would have attended, it does a disservice to all of the other county schools. Those kids would be raising the bar at another school without TJ. Likewise, TJ attracts the best teachers, that would also probably otherwise be at another local high school, now deprived of their abilities. I'm not a county resident, but if I was I think I'd agree.
