Does "I'll think about it" always mean "no"?

Actually it IS mean. You're stringing them along and wasting their time. In some cases, time costs money. Just grab your balls and say no.

I have ADD, so for me it usually means I don't have the mental bandwidth at that moment to decide. I have no problem with saying yes or no when I know what I really think.

It depends on? who is asking and what question they are asking. If it's my silly 12 yr old and he's asking about something ridiculous, I'll think about it means it just went in one ear and out the other. If it's my 14 yr old asking for a very expensive flute for band, it means I'll actually take it into consideration before next fall when marching band begins again.
