Regardless of dog breed call them and let them sort it out, it's their job.

I'm not sure the default position should be "always get the state involved". People are capable of reason and thinking for themselves.
. Dog rescuer here. People are capable of an unbelievable degree of idiocy and callousness when it comes to pets. I’ve seen two news stories in the past week about dogs freezing to death. Op, call animal control.

Let's say that the DCUM population is capable and smart-- there is a whole world out there full of people who have no regard for their dogs/pets.

Some dogs definitely prefer cold, and it's not always Huskys. I have a Rottweiler, and he goes nuts indoors when it's cold/snowy. He ran around today ecstatic with the snow, bouncing around, rolling in it, chasing it. When we went back inside after about 20 minutes, he ran to the farthest corner of the yard and flopped down under a tree. I left him out there. He tapped on the door to be let in about three hours later. During summer, he pokes his head out the door and refuses to go out between about 10 am and 4 pm.

True story:
My father & his sister saw a dog outside week after week during the winter in a town in western Maine (they drove past the house on their way skiing). My aunt stopped several times offering to buy the dog (family clearly low income) as the dog was chained out in bitter cold & snow. Finally, she had enough & enlisted the help of my dad & her husband to steal the dog one night. They were successful & that dog lived a wonderful & happy life with my aunt until he died. He was the sweetest dog ever. She named him Heist von Stolen.

OP, I hope you did something today to possibly save that dogs life.

I love your aunt. And I am not even a dog person. Yet.

Depends entirely on what kind of dog.

A Husky or similar dog would be totally content living full time outside in temperatures that would literally kill a Chihuahua in less than an hour.

It depends on the dog whether it's abuse or not.

Crazy people love to treat pets like humans. There are some ducks in the pond behind my house. Who do I call to report abuse? They're pretty darn cold, I bet.

Sounds like 'don't involve the state' person is volunteering to steal the dog and donate it to a private rescue group. Thanks.

Do you understand the difference between different species? The difference between wild and domesticated? The concept of laws that protect living creatures?

I understand foxes, coyotes and wolves are canines which live outside, in much colder places than here, and have certain common characteristics with their coats. Some domestic dogs have the same type of coats.

Why is it abuse for Malamute or Samoyed to be out in the cold, but wolves and coyotes belong in the wild.

Explain please. I can't wait to hear this....

Walk over and take the dog into your home. Let them call the cops. Explain it to the cops.
