I do a lot of projects in DC and the Neighbor notification letter is a standard practice. the easiest way to do it is to put all materials in a certified mail package and... mail it to your neighbor. Then scan (or download from usps.com) the proof of delivery. This option is perfect when/if you have absent neighbors or the owners cannot be contacted.
