Can people tell when you decline a phone call on your smartphone?

Is there any hope? Any suggestions? TIA!

Register on the Do Not Call list and report spam calls. Also tedious, unfortunately.

Thank you! I just did it. I totally thought the Do Not Call list was for landlines only!
