I can't comment on the FMLA and leave rules, but presuming you can take a reasonable amount of time off (with your definition of reasonable) at your new position, go for it!

Agree with this! My fed agency is very family friendly and I think if you're upfront once you get the offer, you can then decide whether to take it.
