There is a difference between having permission to hire (July 1) and being proactive. Some principals will interview before July 1 when they know they will have slots but we are all noticing that no one is hired. That happens after July 1. Be proactive as a job seeker, get your resume in the hands of the Principals and Department Chairs, and make sure your application is approved/final/whatever they call it at HR.
