This is a little more than you wish to spend, but REI has a great rechargeable flashlight with a USB port for charging phones as well.
It is great. My DH bought one for each of our kids last year (and one for himself) and they all love them.

other years I have gotten him fire starters and these colored-fire-things for our fire pit
crazy thing... one year out of desperation I got him a trunk organizer for his car (it's bigger than mine and it's the one we use if we need to move something large/messy/etc. Several years later, he mentioned the other day what a great contraption it is and how that was such a good idea (he can take all the daily crap from his car, out of the car in one easy step, then replace it after he's moved the big Whatever).

My husband is into cooking and really digs the Marcus Samuelson cookbook, which he received as a gift two Christmases ago and it remains a mainstay. The food is delicious and the recipes are challenging but not impossible (ahem, April Bloomfield) and the ingredients interesting but not so exotic you can't find them.
