Arlington versus Fairfax

Budget and commutes are more important in those areas. The difference between the schools is too small. Vienna is too far away to commute to DC IMO.

If you can afford it, North Arlington would offer a good commute for the Tysons commuter and a better commute for the DC person than Vienna. (I've commuted to DC and Tysons from both Fairfax and Arlington.)

I used to live in Merrifield (near Vienna metro) and now live in North Arlington - moving here cut quite a bit of time from my DC commute. We're very happy with the area and the schools, and I spend less time in traffic. But it's expensive - you do get less house for your money.
