Maybe. My theory is that Beltsville gets a lot of foreign nationals from the U of MD taking the test.

It's quite obvious. The Beltsville area is full of recent immigrants some who have driven in their native countries and some here. Either way they can't exhibit safe driving skills and revert to the "anything goes" habit of their native countries.

Have you ever driven in a third world country? No? I knew it. I have and because I have seen the "anything goes" method of driving I'm an automatic racist by your standards. Let me give you a hint sweetie. The whole world doesn't operate like Chevy Chase or McLean.

Most of the middle class American kids I know who took the test at Beltsville failed.

You should find the hardest location and make your kid test there. We are talking about a teen driving - don't you want to make sure they really can drive?

I'm not making any appointments until I'm confident in their driving. My standard is higher than the MVA's. I care more about safety than where the test is easier.

If that's because they aren't passing, then that's ok! Much better to waste time sitting around then letting more unprepared people have a license, IMO.
