I remember it going around when I was a kid and everyone getting freaked out during slumber parties at the house where one girl had her own phone line separate from her parents.

This sounds like the first line of an urban legend.

You know those weird tales, where the babysitter is receiving spooky calls from some random crank caller so she calls the operator to complain only to have the operator inform her the calls are coming from an upstairs phone line.

Or those weirdos who drink Coca-Cola while eating Pop Rocks, then wait for their entire bodies to explode!!

Or how in the disco song "Rollercoaster..." the screaming girl heard in the background was really screaming as she was being murdered.

We watched the PO leave and he went knocking on every door asking about a missing child. No one down our street has little kids. No one was out looking. No one seemed upset. There are only 11 houses on our street, 5 homes have families vacationing. There is no way they got the house number wrong. Or the street wrong. No one was driving around our circle. Just another boring day. If you don't live down our street, you have no reason to drive through. There is no other street. We are the last street.

We're still puzzled.

But I saw something I thought was REALLY strange. The people across the street had their big camper hooked up last week. One like this

They loaded it all week and took off early Monday morning. No one is home. When I went outside to watch the cop make the circle, I saw their outside garage light flick on, then off, then on again. Now it's off. I wonder if someone is in their house ?

That 911 call did not come from our house. The number the police quoted was not ours. My husband and I were taking a nap when the doorbell rang and the cop beat on the door. WTH ?

My husband thinks a kid did it. Who knows.

Well the neighbor's lights are probably on a motion sensor. Consider that part of the mystery solved.

Possibly, but not guaranteed. OP, you should report this to the cops, just so they can do a more thorough check.

You should call the cops back about the lights. Chalk it up to my love of crime TV and books and being really tired, but this sounds like a great way for robbers to figure out who is home. They already know your neighbors are gone and are in the house. Having the cops knock on each door allows them to figure out who is at the other homes. Then they signal when it's over.
