We who? Not true (Step 1 no exception). I know one guy being offered at Step 10 (and he still walked away at the end).

If the announcement is 11/12/13 with full level potential at 13, you will get to 13 in 2 years (yearly grade increase). But that doesn't mean you will go from 11step 10 to 12step 10 to 13step10, they will only give you whatever step at higher grade that is higher than your current step.

this doesn't sound right. I don't think yearly grade increases are at all likely.

It depends a great deal on your agency, its budget, and your particular department. I have worked for several agencies, some automatically promote to the next grade after one year in service with a satisfactory (3+) annual review rating. Others make you wait until you have more experience, gain new skills, work on special projects, etc. So an 11/12/13 position you could theoretically be a 13 in two years, but don't assume you will. It might take four, five years, even longer to get there.

My position is a 9/11/12 and I got yearly grade increased, so it's totally possible.

Me too. Then had to apply through USA Jobs to get promoted to 13.

Yeah, that may just be your agency. I was hired at a GS 13 step 10. Would not have taken the job otherwise.
