I'm sorry- all of you who say MYOB, the OP likely has young children and they see and smell this as well. I would not like my kids to see a neighbor hanging out getting high.
I agree, you don't need to call the police (yet), but I would let the parents know. They should know what goes on, it is their house. Maybe they are o.k. with it, but most are not. I would want to know if my son was smoking pot on my front porch. |

+2 I would not call the cops. I don't believe in saddling juveniles with criminal records for non-violent offenses. It can set them up for a lifetime of failure. |

I did the same thing with the kids that were smoking in the alley behind our house and the drug dealer who travelled by skateboard to cars waiting to make a deal. If a middle aged mother like me knew what he was doing, so did the neighborhood busybodies. If they couldn't do it more discretely, they'd likely be talking to the cops. |
