Gymobree and Crazy 8 - 50% off sale plus coupon can bring down the price to under $5 each. We use them for basic solids only - cotton shorts, cotton stretch capris and leggings, basic t shirts.

Target sale - $5 each shorts and shirts

Old Navy - wait a month, they will have 50% off sales

Sears - yes, of all places, cute tshirts for $5 with cute, age appropriate graphics and sayings

BUT, I would go physically to Baby Gap and buy all the tees there from the little sale/clearance area. It always has in season tees and other shirts. Will take just 2 minutes to pick out several items. They usually are $7.

My kid is 3 so I know in smaller sizes that yours OP, but I feel you with Gap and Gymoree recently. I was at the Outlets over the weekend with coupons and nothing inspired me, I like their older stuff better.
If you can get away with it, take her to Unique thrift store. Thats where I get most of DD's stuff. You can get brand names clothes n good condition if you take the time to look through.

Children's place's stuff is surprisingly cute and I found some great basics at H and M.

I rue the days I spent $$ on kids' clothing at Boden, Jcrew, etc.
Oh to have that all back and in my savings account or their college accounts.

Target has some stuff, but much less for the over 8 crowd (as compared with the under 8 crowd).
I get a lot of stuff at Land's End when they have the 40% off sales, or the 30% of sales prices.
