OP, can you petition Arlington County to put up more signage at the park? A few big signs with "NO OFF LEASH ANIMALS" might help do the trick.

Dogs can be dangerous. I think it's appropriate to call the police if you feel threatened. And after asking an owner to leash their dog, and getting an "eff you" in return, I would call. That is not an owner you can trust to keep their dog from harming people.
