Op, this is her first big, adult decision. Especially since there's no "bad" choice, let this be completely her choice. It will be very empowering. Above all else, you want her to own the decision.

OP: Thank you all for the helpful responses. As an update: Her father and I gave the choice to make and it was truly magic to watch as she made her decision. She choose Penn State University! By letting her decide (after we all narrowed it down to two colleges) she felt a sense of pride to move on from high school and look forward to college. Now, she can focus on Prom, Graduation and Beach week!
