If they do, it's not a first come, first serve. They have to look at the child who declined, the remaining composition of the class and then see who from the wait list pool would be best to fill the spot.
Keep in mind that many school balance m/f ratios as well.
Waitlisted at first choice then admitted two days later. The school did state in the WL letter that the admission committee does not rank WL applicants. Instead they reconvene, examine packages then select.
