I've seen this sort of question before, but I'm not sure how this can really be answered accurately? To me unless there's some explicit school philosophy that lends itself to being good for shy kids, it all depends on the luck of the draw--the teacher and the composition of the classroom each year. I can see how both large and small schools can have their pluses and minuses for shy kids.
My young kid is similarly shy, and also hates being center of attention--however she's doing well and gaining confidence at our EOTP neighborhood school. She started off literally not saying a word to strangers her first year, and has come a long way. However, I think this is in part luck having great teachers and classmates, and in part just developmental progress (although I do love our school).
