Montgomery county doesn't have Pre-K for children other than head start (low-income). Stick with DC.

Ditto pp - mont county has no pre-k. one option in mont county are some private schools that are pre-k/prepre K thru 2nd grade that are cheaper than other mont county privates. Concord Hill for instance is over the line on Wisconsin Ave. also check out primary day. those schools often become feeders to the mont privates that start in 3rd. please note most of the privates that go through more grades (8th/12th) are similarly priced to dc privates.

but bethesda/chevy chase can be pricey. depends where you are in bethesda as that varies greatly. your commute length also varies depending where in bethesda (not just north) - but if you are coming in mass, foxhall, wisconsin, connet. etc.

People, the OP has been very clear: she wants more space for her money and wants to move out of DC.

OP, you will have to move a good bit out to get more space for your money if you want a good school district. The close-in suburbs with top-notch schools are very pricey. And public schools in MD and VA start at kindergarten, unless you qualify for Head Start (low income).

OP here: I realize that public school may not be an option. Even if I can move out of DC and get a larger house for the same price... I'll be happy. A good school district was simply a plus... but it won't help me much in the near future if there is no pre-K.

No Pre-K in MC affluent areas. That said, one advantage to getting to the burbs earlier is that your kids will be with their friends all the way through, which is nice.

I'm not sure any of the areas pps have mentioned will keep you at your 3K monthly housing expense limit. Most parts of Bethesda wouldn't these days, unless you have a lot to put down.
