Agree entirely. We went through the exact same thing at that age and it continued for a few months. I found it was worse when DD was tired or hungry so try to catch that before it happens. I thought it would never end but it does. DD almost never does it now (at 20 mths) and it seemed to disappear around 16 mths if I remember rightly. I think often it has to do with frustration and not being able to explain what they want, as well as just not understanding that these things hurt.
Agree also with the poster who suggested trying 'gentle' and showing how to stroke softly. (hard when you are being beaten up in public I know!)
