Why does the B-CC cluster have such tortured boundaries for elementary?

We live in Chevy Chase and our Kindergartener goes on the bus to RHPS. It's only a 10 minute ride, and I think he really likes the bus. I'm happier with that than with the idea of a Kindergartner walking to Chevy Chase elementary even with a crossing guard at Conn Ave! I also like the idea of a more integrated school, though to be honest, there still aren't many minorities in his class at RH.

The downside of having many classes for each grade, 8 K classes this year, is that they are all likely to be close to the maximum size. There are 25 kids per class with only one teacher and no aides. My son is thriving for the moment, but this worries me if we ever do get to a point where he's not (I'm not counting the many intervention reading etc. specialists who pull kids out one by one all the time).

Westbrook only has 20 kids per K class this year (4 of them) and Somerset has 21 in each of their 4 classes. With such smaller enrollments, that is much more likely to happen that there are fewer kids per class, although of course any given year could be different.
