Does participation in summer college programs for HS students give an edge?

If they are competitive programs that have limited number of spots and you have to be accepted for them, then yes, it may help.

If they are typical college programs that everyone can attend, then no.

Otherwise, everyone that attended a college program at a competitive school would get in if that gave them an edge.
