White Flint Mall on a cold winter day. Train ride at mall and pottery barn kids. My kids play for hours with the toys that are set up there.

Also, the pet stores with real pets are great. There is a store that sells tropical fish at Congressional Mall in Rockville (lower level). There are more interesting fish there than at the aquarium in Baltimore.
[By the way, the Aquarium in Baltimore is not worth it with young ones. Expensive, out of the way, and not all that.]

And on icky days if you're not up for the zoo or park - hit a pet store. They always have lots of fish, frogs, crabs, birds. Some of them have adoptable kittens and you may see some dogs in there going to school or shopping with their owners.
