I suppose you could look at it that way. You could also look at it and note that the Ward 3 schools are full. Adding classes of 3 year olds would require additions onto buildings and investment in infrastructure that I don't think the city is ready to make. Frankly, if the city invests in creating 1-2 classes of preschool at the Ward 3 schools while schools in other parts of the city (and even in Ward 3, for that matter) languish in desperate need of repairs, climate control systems not really functional, water damage everywhere, etc., it will not indicate a leveling of the playing field but a continued demonstration that the rich people in upper NW are the only ones who are important.
