salary offer is low but it's their best?

I would take offer #1, you have a 50% chance on the other one while you have 100% with #1.

Go with number 1. It is a sure thing and with no wait.

What would you do!?!

If everything else was equal, which job would you want?

Personally unless i was okay with my current job, i would take #1 if the money is acceptable.

This feels wrong to me.

Agree. Besides, if you accepted offer #1, and then declined it to accept offer #2 two weeks later, you can pretty much guarantee that you will never be able to work at workplace #1 in the future.

I still haven't made a choice which is making me question my hesitation.

Negotiate with #1. If you have kids, having time and flexibility are priceless. If #1 can't up the salary, they can probably up the benefits--an extra telecommute day, extra vacation, etc.

Job #1

I'm happy where I am and part of me wants to pass on both and wait for a job that pays better...

Look out for #1, which is you, OP. I have learned that the hard way. Loyalty takes you nowhere. They will drop you like a hot potato so look out for your interests. Fuck them.
