How should we explain why we want to tour the school?

The problem isn't K or even 1st. Those grade are usually fine in such schools. If you plan to stay long term, observe 2nd and 3 rd and up classes. We were in a similar public. 2nd grade was still a repeat of k and 1st with 75% of the class still below in reading level and math. These are the only subjects that really get any focus also because science, social studies, writing, all require a good grasp of English and reading.
