Can someone apply Early Decision 2 if he was rejected/deferred during Early Decision 1?

It's an interesting list - seems to be colleges that might find themselves treated as safety schools frequently. The benefit to the school in ED is to increase yield. I'm not sure why some schools don't have any early action/decision option? I know Harvard and Princeton gave it up because they thought it hurt diversity and then went back to early action.
