Asthma diagnosis for 2 year old

My son has been diagnosed with reactive airway disease and he is 6 1/2. He seems to be growing out of it somewhat, but he went to the ER about once a year when he was 1, 2, and 3 until we got a nebulizer at home. His pediatrician usually winds up giving him a Rx for prednisolone in addition to the nebulizer when he gets sick. He also has an inhaler which he doesn't need normally. One year for a month he was on an inhaler daily. I've asked if he should see an allergist and the doctor acted like we should wait until he is 7. What age were your kids when you took them to an allergist? Every time he went to the ER it was almost the same exact time of year in spring. Our pediatrician acts like he might grow out of it, so has not given us an action plan or an official asthma diagnosis.
