OK, so I guess I am a sheltered idiot. I was looking for the moose farce thread in Recent Topics and didn't see it, so I ventured into the Explicit Forum. It was like a foreign land. So, um, the topics from the Explicit Forum never appear on the Recent Topics page?

No, the explicit forum is isolated from the rest of the site because it conflicts with advertising policies. You will notice there is no advertising on that page.

Where are they? Do you mean what's written in the FAQ?

Not being aware of guidelines, I asked what could be done, because I didn't know. Ive seen threads locked or deleted seemingly just because OPs asked. It looks arbitrary.
